About Kooky and Shaka →The search for a builder to deliver the upgrade of Barlow Park Stadium in Cairns began on 31 July 2026, when the Games Independent Infrastructure and Coordination Authority, GIICA, announced the procurement of a delivery contractor. Responses close at 5pm on Thursday 6 August, and firms must show a local presence in the Cairns Regional Council area.
A project update issued by GIICA in July sets the date that affects the city most directly: the stadium closes from 21 September 2026 so that early works can start. A new western grandstand will lift permanent seating from about 1,700 to about 5,000, and the venue is to host Olympic football in 2032.

What the builder will be asked to do
GIICA's release describes a design-and-construct role. The delivery contractor will take the design from its preliminary stage through schematic design and design development to construction drawings, then build the grandstand, hand it over and carry out pre-commissioning.
The building itself is more than seating. The release lists an integrated entry, ticketing, food and beverage outlets, public amenities, change rooms, recovery and warm-up areas, and function and corporate spaces. The principal architect is Architectus, as GIICA confirmed in its release of 15 July.
The eligibility terms are specific to the region. Contractors must have a local presence, including a registered office address within the Cairns Regional Council area and a number of locally based employees, and must comply with the Queensland Procurement Policy 2026 and hold registration with the Queensland Building and Construction Commission.
That local requirement shapes who can bid. A national builder without a Cairns office would need to establish one or join with a firm that has one. For the Far North's building industry, which is distant from the larger volume of Games work in the south-east, it is the clearest opportunity the program has offered so far.

Two GIICA documents give the calendar, and they are consistent with each other. The release of 15 July describes Stage 1 early works from mid-September 2026, covering the relocation of utilities, and Stage 2 from late 2026, covering site establishment and demolition. The July project update puts the closure at 21 September and says the first phase of service relocation is led by Cairns Regional Council.

For the athletics clubs, schools and football codes that use the ground, the interruption is real but partial. Both documents say limited athletics and community use is expected to resume in 2027, subject to progress, with the project update specifying early 2027. The main construction then proceeds with part of the venue back in use.
GIICA's venue page gives the longer frame: planning and approvals running from 2025 to 2027, design from 2025 to 2028, and completion and handover before the Games.
What the upgrade delivers
Barlow Park is in Parramatta Park, close to the centre of Cairns, and is owned by Cairns Regional Council. GIICA's page lists its sports as rugby league, football, rugby union and athletics.
The 2032 Delivery Plan, released in March 2025, describes the upgrade as a new grandstand with 5,000 permanent seats and a legacy of hosting major events, including National Rugby League matches. GIICA gives the current permanent seating as 1,700, so the permanent capacity roughly triples; 5,000 is 2.9 times 1,700.
During the Games the venue is to hold 20,000 spectators using temporary seating, according to GIICA, for the preliminary rounds of Olympic football. The pattern is the one used across the 2032 program: a modest permanent building sized for the city's ordinary needs, expanded temporarily for a fortnight.

The football role puts Cairns in a small group. GIICA's page for Sunshine Coast Stadium describes the same arrangement there: about 10,000 permanent seats, up to 20,000 with temporary seating, and Olympic football preliminaries. Both venues are designed by Architectus, and both leave their councils with a larger permanent ground than they have today.
The design and how to comment
The design released in July is an early concept, and the project update labels it as such. GIICA's 15 July release describes improved amenities for players, spectators and officials, accessible change rooms and facilities, and landscaped spaces designed for a tropical climate. It says the design has involved cultural consultation with the Gimuy Walubara Yidinji people, on whose country the stadium stands.
The community has until 31 August 2026 to respond, according to the project update. GIICA says it took feedback forms to the Cairns Show in July, asking about the experience of attending the stadium, how culture should be reflected and which design priorities matter most.
The order of events is worth noting. The builder is being sought while feedback on the concept is still open, and the design-and-construct model means the successful contractor completes the design. Comments made by 31 August therefore arrive while the design can still change, before a contractor has fixed it.

The stadium sits in Parramatta Park, an established suburb beside the city centre. For owners and tenants nearby, the announcements give a workable outline of the next year: service relocation in the streets and on the site from late September, demolition and site establishment toward the end of 2026, and a construction site from the middle of 2027.
The council's role in the first stage is a practical detail. Because Cairns Regional Council is leading the relocation of power and water services, GIICA's update directs questions about that work to the council, and questions about the stadium project to the authority.
Neither document publishes working hours, traffic arrangements or the duration of the main build, which are matters a delivery contractor usually sets out once appointed. The spectator figure for 2032 is also a planning matter for the neighbourhood: 20,000 people is more than eleven times the present permanent seating of 1,700, and how they arrive and leave will be part of the Games transport planning, not of this contract.
Why Cairns is on the Games map
Cairns entered the program with the 2032 Delivery Plan of March 2025, which spread events across regional Queensland. An ABC summary of 21 July 2026 lists the regional hosts: football in Cairns, equestrian in Toowoomba, sailing in Townsville and the Whitsundays, and rowing and canoe sprint on the Fitzroy River at Rockhampton.
Barlow Park is the only Games venue in Cairns that needs building work. The Delivery Plan also lists the Cairns Convention Centre, as an existing venue requiring no new construction.

Accommodation is the piece still to be described. Cairns has no athlete village in the plan. The independent 100 Day Review recommended in March 2025 that the organising committee, supported by GIICA, identify athlete and official accommodation outside South East Queensland, including hotels, and the Government accepted that. For a city with a large visitor economy the capacity exists; how much of it the Games will reserve, and when, has not been announced.
Where it sits in the Games program
Barlow Park is one of 17 new and upgraded venues GIICA is delivering inside the $7.1 billion Games Venues Infrastructure Program, funded jointly by the Australian and Queensland governments. It was among the first four venues to go to market: the Commonwealth's announcement of the funding agreement in July 2025 named it with the Logan and Moreton Bay indoor sports centres and Sunshine Coast Stadium as sites where procurement had been launched.
The Queensland Budget of 23 June 2026 named Barlow Park among the venues progressing with the $417 million set aside for venues. An ABC stocktake on 21 July found that only the Brisbane Stadium at Victoria Park had reached early works, and that none of the venue upgrades had started.
On the dates now published, Barlow Park is set to change that in September. GIICA chief executive Simon Crooks said in the 15 July release that the authority was moving forward across all 17 venues. For Cairns, the first measurable step is close: a builder chosen from firms with a local base, and a closed gate on 21 September.
